A man has been arrested for a fatal accident in Palacios. Jose Silva, 25, was taken into custody Thursday at his home in Blessing for the intoxication manslaughter of Dinkar Siyola. The incident occurred on March 17th. Intoxication manslaughter is a second-degree felony in Texas, carrying a possible sentence of 2 to 20 years in prison and up to a $10,000 fine
