Bay City Tightens Debt Disclosure Rules

The City Council approved the update last week, giving the finance director clear responsibility for posting debt and finance reports to the EMMA system each year by March 31st. The policy adds stricter deadlines for reporting major financial events and clarifies that posting data only on the city’s website isn’t enough. Oversight now falls to the city manager and finance director, who’ll monitor new debt issues, audits, and financial agreements to ensure Bay City stays compliant and transparent.
