Nonresidents will now pay $20 a year to use the Bay City Public Library. The new policy took effect October 1st and replaces the former limited-access card for those living outside Matagorda County. The change gives nonresidents full borrowing rights, access to digital materials, and entry to library programs. County residents will still receive free accounts, and student cards remain unchanged. Library officials say the fee helps protect local tax dollars while keeping services open to all who wish to use them.
