Bay City has hired Ray Beltran III as its first Communications Manager to improve transparency and streamline messaging as the city grows. Beltran, originally from El Paso, brings over 11 years of experience in public and private sectors across Texas. He recently worked in the Bayport Industrial District and with Harris County on disaster response. Beltran’s focus will be unifying city messaging, improving public access to information, and building trust through consistent communication efforts.
