Donna Mikeska, a marketing coordinator for MidCoast Health Care Systems, was named Citizen Of The Year by the Wharton County Sheriff’s Office. She runs the Coffee With A Cop program, which allows locals to mingle with officers over breakfast. The program, offering morning coffee and snacks, attracts 60 to 75 people. Despite concerns, the program is popular.
