Federal court rules on handgun law

A federal court yesterday struck down a Texas ban on people aged 18 to 20 carrying handguns. The federal judge said the Second Amendment does not name an age limit, and protects adults under the age of 31. Texas bans most 18 to 20 year old from getting a license to carry a gun, or to carry a gun for self-defense outside their homes. The judge stayed the ruling for 30 days, pending appeal, so it will not go into effect right away.
